Как раз задавал недавно этот вопрос литовской пограничной службе. Суть вопроса была в проезде на моте на белномерах из Польши в Литву. Шенген французский.

Dear Sirs,
The Customs Department under the Ministry of Finance of the Republic of Lithuania (hereinafter referred to as the Customs Department) has reviewed the inquiry forwarded to it within its jurisdiction by the State Border Guard Service (hereinafter referred to as the Inquiry) (registered on May 12, 2026, No. 2BE-8690).
The Inquiry concerns the transport of a motorcycle with Belarusian license plates from Poland to Lithuania.
It is understood from the content of the Inquiry that the question is whether European Union sanctions under Council Regulation (EC) No. 765/2006 of May 18, 2006 Council Regulation (EC) No. 765/2006 concerning restrictive measures in view of the situation in Belarus and Belarus’ involvement in Russia’s aggression against Ukraine (hereinafter referred to as the Regulation).
It has not been established that any prohibitions under the Regulation apply to the import of a motorcycle with Belarusian license plates into Lithuanian territory. However, a prohibition would apply if you wished to export the motorcycle to Belarus, provided its value exceeds 5,000 euros,
Customs clearance and customs ruling
Pursuant to Article 46(1) of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Customs Code of the Union ('the Union Customs Code'), the customs authorities may carry out any customs control they deem necessary. Customs controls may include, in particular, the examination of goods, the taking of samples, the verification of the accuracy and completeness of the information given in the declaration or notification, as well as of the existence and authenticity, accuracy and validity of documents, the checking of the accounting and other records of economic operators, the examination of vehicles, the checking of luggage and other goods carried by or on the person, the carrying out of official enquiries, and other similar acts. In accordance with the provision of paragraph 2 of that Article, customs controls, with the exception of random checks, shall be based in particular on risk analysis, carried out by means of electronic data-processing tools, with a view to identifying and assessing risks and devising measures to counteract them, on the basis of criteria established at national, Union and, where appropriate, international levels.
We would like to point out that the decision on the entry/exit/transit of goods shall be taken on a case-by-case basis by the customs office which has carried out the customs control.
