I was able to check my resources here. And I can see that Hitman Blood Money is actually a Xbox 360 game that is why you cannot get the license using you Xbox One S.

But we have a work around for you with this one. If you have a Xbox 360, you can sign-in your account over there, get the license for Hitman Blood Money. After that, you will be able to play the game on your Xbox One S since Hitman is backward-compatible. Sounds good?
