Russia's MTS wins Belarus GSM licence -president

MINSK, Sept 24 (Reuters) - Russia's Mobile TeleSystems has been declared the preliminary winner of Belarus's second GSM-standard operating licence, a spokesman for Belarussian President Alexander Lukashenko said on Monday.

``The president said today that according to the preliminary information which he has, MTS won the tender,'' presidential spokesman Nikolai Borisevich told Reuters. Lukashenko personally oversaw the tender.
Five foreign companies, including Russia's Alfa-Eko, Northwest GSM, Austria's Pisec GmbH and Saudi Oger Ltd of Saudi Arabia bid for the second GSM-standard mobile phone licence to be awarded in the country of 10 million people.
In Moscow, MTS had no comment on the news.
Belarus's Communication Ministry declined to confirm the report, saying the winner would be officially announced on Tuesday.
Lukashenko took a personal interest in the bid as he earlier this year ordered his government to announce the tender for a second GSM licence. He wanted to reduce the price of mobile phones and make them more affordable for people.
A mobile phone costs the equvalent of around $200 in Belarus, where salaries average $70.
Velcom, a joint venture between state telecoms monopoly Beltelecom and Swiss SB Telecom, which has a minority of 49 percent, was the first to launch GSM, the pan-European digital standard in the former Soviet state.
The second operator is not expected to start work in Belarus, on Russia's western border, until April next year.
